HTMA engagement with DfT Highways Maintenance Efficiency Programme (HMEP)
The Association has provided and continues to provide a significant contribution to the Department of Transport’s Highways Maintenance Efficiency Programme. There are active members helping with the development and maintenance of the products, a representative on the Strategic Steering Group as well as regional representatives supporting the Engage and Enable local delivery of the programme.HTMA led on the Client – Provider Collaboration toolkit for HMEP and most recently, we have been closely involved with the Collaborative Contracting toolkit, which is designed to overcome a number of recurring issues that are adversely affecting the performance of our industry resulting in extremely damaging outcomes.

HMEP has produced a number of Toolkits to positively support both clients and providers in more effectively managing and delivering their highway maintenance services against a background of continuing financial pressures.
